● Foreign Labor Health Management

The government began importing foreign labors in October 1989, because of the large number of labors needed for Taiwan’s economic development. Presently, there are approximately 350,000 foreign labors in Taiwan. They are mainly from Indonesia, Malaysia, Philippines, Thailand and Vietnam. All legal foreign labors are required to have a health examination before applying for an entry visa to prevent importation of diseases. Moreover, all admitted foreign labors are required to have a routine health check-up within the first three days of arrival. Furthermore, they must have a physical examination on the 6th, 18th, and 30th month after their arrival during their stay in Taiwan. Currently, the mandatory health check-up includes a chest X-ray, HIV antibody screening, syphilis serum screening, intestinal parasite screening, and a pregnancy test. Additionally, the physical examination covers psychological health and Hansen’s disease screening. The proof of positive measles and rubella antibody titers or measles and rubella vaccination certificates is to be implemented on September 1, 2009.

If a foreign labor has an intestinal parasite (excluding Entamoeba histolytica ), he or she is required to be treated within 45 days of the detection. On the other hand, if a foreign labor tests positive for any other aforementioned items or has any of the four notifiable communicable diseases, he or she will immediately be repatriated.
